The former executive director of the Atlantic City Housing Authority filed a lawsuit this week alleging his Sept. 7 firing was unlawful retaliation for being a whistleblower about illegal procurement practices.Matt Doherty also said in the lawsuit that a board member prohibited him from cooperating with a State Police investigation into procurement practices there.
