A Vineland woman 22 year old Breanna Rowley was charged thursday in the apparent fatal hit-and-run that happened last month in Millville. Rowley was charged Thursday with homicide, vehicular homicide, leaving the scene of an accident causing death, endangering an injured victim, possession of a weapon for an unlawful purpose, unlawful possession of a weapon and obstruction the administration law in the death of Caroline Bump, 21, of Millville.
