A 46-year-old Ocean City man known to be sufferring from mental illness was arrested Friday after calling police and saying he had killed his mother, the Cape May County Prosecutor’s Office said. Jeffrey Surgent was charged with first-degree murder, third-degree possession of weapon for an unlawful purpose, and fourth-degree unlawful possession of a weapon, said police.
