Probation For Former Atlantic County Deputy Superintendent Of Elections

Four years probation for 38 year old Michael A. Gibbons who pleaded guilty to one count of third-degree theft by deception and one count of fourth-degree theft by deception. Gibbons was serving as the Atlantic County Deputy
Superintendent of Elections at the time of the offenses.
During his guilty plea, Gibbon’s admitted that on April 7, 2017, he added unauthorized
overtime hours to a subordinate employee’s payroll record. When the employee was paid
Gibbons subsequently directed that employee to deposit the unauthorized amount into a bank
account provided by Gibbons. Gibbons also admitted that on May 12, 2017, he approved the
payroll time cards for two employees for regular work hours when in fact Gibbons had directed
them to clean his mother’s house during that timeframe. The combined total of the two thefts
amounted to $911.00.
