The state Juvenile Justice Commission has filed a countersuit against Atlantic County, saying it has yet to address an overcrowding issue at its Harborfields juvenile detention facility, according to court documents.And an article in the Press of Atlantic says the move comes after the county filed its own lawsuit in September against the commission, alleging it is the state’s responsibility to find facilities to house young offenders when Harborfields is at capacity.
