The state Juvenile Justice Commission is responsible for the placement of juvenile offenders, not Atlantic County, Superior Court Judge Michael Blee ruled Monday.“The juvenile and law enforcement in Atlantic County can not wait any longer for the determination on who is responsible for placing juveniles,” Blee wrote in the ruling. “The injunctive relief is necessary due to the imminent harm that is being caused to Atlantic County youths and for strong public policy reasons.”
