In Lower Township four people face charges over graffiti painted on new public restrooms at Lincoln Boulevard and Beach Drive, police said Tuesday.Three juveniles and an 18-year-old man from the North Cape May section of the township have been identified. The juveniles were each charged with criminal mischief and conspiracy to commit criminal mischief, while the 18-year-old was charged on a criminal summons and released.Police typically do not release the names of juveniles who have been charged.
