In Stone Harbor Police Capt. Christopher Palmer was sworn in as chief Tuesday, replacing longtime Chief Thomas J. Schutta, borough officials said. Palmer joined the Police Department in 2003 after serving as a special officer in Avalon. He was appointed to sergeant in 2009 and was assigned to both the patrol and detective divisions before being promoted to captain in 2017, borough officials said. During his time with the department, Palmer has earned ribbons for merit, bravery and lifesaving, and has been awarded a chief’s commendation.
