Local taxes in Upper Township will rise under a $17.59 million budget unanimously approved by the Township Committee on Monday.“The tax levy is increasing by a little more than $594,000,” said Barbara Ludy, the township’s chief financial officer, citing a loss of state aid and increasing personnel costs.The average homeowner will pay about $85 more this year compared to last year, she said.
