Joe Foglio Jr., who served 31 years with the Ocean City Fire Department, including 11 years as chief, died Monday from pancreatic cancer. The Upper Township resident was 67.Foglio was born in Somers Point in 1957 and graduated from Ocean City High School in 1975, where he was captain of the boys basketball team, according to his obituary. He graduated from East Stroudsburg State College (now University) in Pennsylvania in 1979 with a degree in physical education.
