Police say an Ocean City man was charged with first-degree murder after he allegedly decapitated his mother and tossed her head into the hallway outside the apartment where he lived. The Cape May County Herald reports 46 year old Jeffrey D. Surgent called police Friday, said he was bipolar and had just killed his mother. Officers were sent to an apartment building in the 600 block of 6th Street where the victim, identified as 74 year old Alexandri Surgent was found. Jeffrey Surgent has been charged with first-degree murder, fourth-degree unlawful possession of a weapon and third-degree possession of a weapon for an unlawful purpose.
