The state Department of Environmental Protection approved the reopening of the beach Thursday afternoon. Police first reported the swimming ban Saturday, citing algae and low water levels.According to the National Institute of Environmental Health Sciences, a harmful algae bloom occurs when toxin-producing algae grow excessively in a body of water.
