While performing a welfare check in Woodbine State Police arrested two people after finding a child living in “deplorable conditions,” the Cape May County Prosecutor’s Office said Tuesday.Kevin Storms, 35, and Wanda Storms 64, were charged with endangering the welfare of a child Sunday. They were released on summonses pending a court appearance.
